This is 'The Fabulous Baker Boys' and it's called 'Locked In Rumours'. Was released on white label in 1998. It samples a hardcore tune from 1991 called 'Lock Up' by 'Zero B'. The vocals are from a hip hop tune by 'Timex Social Club' called 'Rumours' released in 1986.
'Rumours' was also the basis for 'New Kids On The Block's' 1998 hit, 'You Got It (Right Stuff)'. 'Ratpack' have been playing 'Zero B - Lock Up' in their hardcore sets for the last 20 years.
