Skynet WOULD win. It has superior technology.

So okay, a T-800 from T1 or T2 may not be "Better" than Robocop. But the T-888 would certainly do the job. Superior titanium hyperalloy plating. Also, Skynet would easily deploy a T-X which would CERTAINLY own Robocop. If that isn't enogh, Skynet could send out a T-Infinity or a TS-300. I don't think ED209's would withstand a series 300. Although ED's are pretty cool.
