he kinda did it wrong by letting the gas in first. you want as much liquid as possible. turn tank over first then open valve. hes right as long as you don't override the safety and don't try filling it twice by refreezing its possible. you will not overcharge the bottle. you will get a 1/2 3/4 charge from doing this. i would toss the small bottle after 4 or 5 charges however there valve will ware out from this and start leaking.

If you fill that over 80% full, when it warms up it will become over pressured and probably blow off some propane from the safety valve which could be dangerous if you are working with flame or if you have it stored near a flame like a water heater.
