I find it hard to believe that some people don't realize that the clip here is only the beginning of a sentence, purposely truncated to change the true meaning, merely to make a false political point for the right. But maybe some folks are really that stupid.

No, he was not quoting Jefferson. Hastings was quoting Thomas Edison in the first part, when he said "there aint no rules around here, we're trying to accomplish something."

Then Hastings says HIMSELF "Rules? we make em up as we go along."

So you can only attribute the first part of what he says to Eddison, not the rest.
