@energon Yes, they can. If you fully read the comics you would know that. A green lantern can create anything if he has knowledge of it, and has enough willpower. Kryptonite is just a naturally occuring mineral, so if you know what it is you should be able to create it as easily as creating a giant pair of scissors.

@energon no actually he can create energy of the spectrum fo green. in fact in one team up it is demonstrated that his ring has the power to do create kryptonic radiation or energy.

@sonwukong666 Actually- no. It can't. His ring creates solid objects out of energy. But they are just solid objects to hit , catch, or block stuff. He can't create radiation where there is none.

If you read the old Green Lantern comics back in the day GL was always getting hit in the head. The reason being that his superpower is derived from his will so most often the only way to put the character in peril was to break his concentration. Supermans weakness is krpytonite, GLs weakness is noggin knockers ;)

This is actually from the 60's GL cartoon, not superfriends. "Sirena: empress of evil".
