The Santa Ines district, where Cartucho street once was, was at the beginning of the 20th century a wealthy residential neighborhood in the center of Bogota. In the seventies, it turned into a "tolerance area" for drug addicts. In 2002, the city council decided to demolish the district and started to build the very controversial "Park of the Third Millenium".
The residents of the district, mostly beggars and drug addicts, were evicted , some of them being even eliminated by some "social cleaning groups", without anyone caring about their destiny.
These images were taken in 2005, by the end of the eviction and demolition process, without any social measures for these excluded communities who were living only four blocks away from the presidential palace.
Le quartier de Santa Ines, où se trouvait la rue du Cartucho, était au début du XXè siècle un quartier aisé dans le centre ville de Bogota. Il se tranforma dans les années soixante-dix en une zone de tolérance pour les toxicomanes. En 2002, la municipalité décida sa démolition et commença à construire le très controversé "parc du troisième millénaire".
Les habitants du quartier, dans leur majorité des mendiants et des toxicomanes, furent expulsés, certains étant même assassinés par des groupes de nettoyage social, sans que quiconque ne se soucie de leur destinée. Ces images ont été prises en 2005, au moment où le processus d'expulsion et de démolition s'achevait, sans qu'il y ait la moindre politique sociale à l'égard de ces communauté marginalisées qui habitaient à quatre rues seulement du palais présidentiel.
Das Viertel Santa Ines, in dem sich die Cartucho-Strasse befand, war zu Beginn des 20ten Jahrhunderts ein eleganter Wohnbezirk im Zentrum von Bogota. In den Siebziger Jahren verwandelte er sich in eine Gegend des tolerierten Drogenmissbrauchs. Die Regierung enschied im Jahr 2002 den Abriss des Viertels und begann mit dem Aufbau des kontrovers diskutierten "Park des Dritten Jahrhunderts".
Die Einwohner des Sektors, hauptsächlich Bettler und Obdachlose wurden vertrieben oder sogar von "Sozielen Säuberungsgruppen" umgebracht. Niemand schien sich für ihr Schicksal zu interessieren.
El barrio Santa Inês, donde se encontraba la calle del Cartucho, fue a principios del siglo XX un elegante barrio residencial del centro de Bogota antes de convertirse en los años setentas en zona de tolerancia del consumo de drogas.
El gobierno distrital decidió su demolición a partir del año 2002 y construyo en su lugar el controvertido parque del Tecer Milenio. Los habitantes del sector, en su mayoría indigentes, fueron desalojados o desaparecidos sin que a nadie pareciera interesarles su paradero. Estas imágenes fueron tomadas en 2005 al momento en que se finalizaba este proceso sin que hubiera la más mínima política social hacia estas comunidades excluidas, pero enclavadas a tan solo cuatro calles del Palacio Presidencial.
