So many people are miss-informed on this issue... It doesn't work like this... The majority of 'shaping' is done on a per application level. If the internet was truly neutral (no interference whatsoever), then real-time high-bandwidth services such as video/audio streaming or gaming would be virtually impossible during peak hours. You have to understand that the growth of customer demand can't possibly be matched by ISPs... they don't have the resources. Shaping allows the internet to survive.
