Well some survived. He changed his methods to keep the investigators guessing. Also the fact that he killed in broad daylight is probably why he wore a mask.
He also daydreamed of blowing up a bus full of school children and designed a "death machine" to do it.

Wow, how boring. A man goes around shooting and stabbing innocent people in belief that in the afterlife every person he kills will become his slave where he can further torture and use them at his own will. It is so boring that he writes cryptic letters to newspapers and to detectives mocking the police and explaining the details and reasons ~ I'm using sarcasm
Dude, this guy is pretty much insane. It's a relief his motives are not to torture or rape his victims.

I actually think that there was nothing like the zodiac. More likely a game or a ritual to join some stupid secret club or something. That would explain the different methods, mask and no mask and also why the killing suddenly stopped!

The story that guy gave makes absolutely no sense. Why would the zodiac go from shooting 4 victims in cars at night, just like he did with Paul Stine too, and change to a knife and ropes in the broad daylight???? And why would he have worn a mask and disguise if he was gonna kill them anyway, they wouldn't gonna be alive if he intended on killing them in the first place so he would not have needed a mask and disguise!!!
