also is the elbow position important , cuz if it is not , this exercise can be done by putting your hands in bucket of water or any big water vessel at home right?

I can't see this so-called exercise being of any benefit whatsoever. Stretching the fingers underwater won't make any difference.

it is important to get ur upper limb in the position of playing. because the muscles that move the fingers start from around the elbow. i think.
