I just noticed the distortion lines at the bottom of the screen, indicating this was recorded with VHS. Ah, the good old days.

@zang274 No it isn't. Most Dreamcast software was written in SH4. Games that used Windows CE had to load it from the disc itself. There was no trace of Win CE in the actual hardware.
