Start heading toward the Arlington Library in search of the books and the archives. Much raider killing and LOTS of loot to be had. I'm pretty sure he got it from the radiation quest from Moira early on.

Both of those are equally plausible, but I think it's from Moira. I think the hat you get from Lucas has to do with the Sheriff outfit.
