SiriToggles is a Cydia tweak for the iPhone 4S that adds the ability to launch apps and changes settings with Siri. You can also check out VoiceUtils that does a similar thing.

@SirWealthyBigPenis - I just uninstalled "SiriToggles", using JUST "VoiceUtils" I tried 'enabling Bluetooth' and I didn't work, so, you CANNOT enable toggles using VoiceUtils. You're wrong
