Not if you make the virus maker yourself :p.

I have created a tutorial on how to create a program identical to the one on this vid. That way you learn two programming languages:-

- Batch code

- Visual Basic.Net

This video was only created for users to identify what the end product could look like. This may then give them the motivation to create their own.

Well... if you asked me earlier, I would have agreed, but now I'm working on more complex applications (such as RATs and Computer restrictions, all for educational purposes of course. :D) so I can't be bothered to create batch virus makers at the moment.
