No if you get a 25 killstreak and you have it in your class you can use it, it's called tactical nuke.

well way i see it if i get 25 kill streak i shoudlnt lose due to bad teamates. so i figure i would hopefully every one who can average 25 kill streak only call it on toward then end or if there about to lose
