Even if the proposed method of propulsion here is ions, that wouldn't qualify as a reactionless drive at *all.* The equal but opposite reaction force would be created by the accelerated ions as they were pushed away from your pictured contraption, which I see is high tech enough to use masking tape as a counter-weight. How did the knuckleheads in lab coats ever miss this ingenious device?
