Nadine Beaulieu

Nadine's parents led lives of poverty & would often leave their children with relatives to go partying.

Her parents would often move around Manitoba & both parents had been abused as children.

Her father had previous charges of child abuse. Her alcoholic mother would eventually lose all of her future children as well.

Child Service seized Nadine & her two siblings.

Before screening or training the couple, the children placed with Clifford and Laura Richard.

The Richards had previous charges for assault & drunk driving.

"It appears there was a certain willingness on the part of the agency to bend the rules somewhat in order to obtain foster homes,"

Nadine likely had fetal alcohol syndrome & was developmentally delayed.

While in the home Nadine suffered broken ribs & pelvis, starvation, & blunt trauma.

Children's Services never checked on the family.

February 21, 1996

Nadine is brought to the hospital unresponsive.

Clifford Richard said he backhanded Nadine in her stomach after she tried to get some fried chicken.

Clifford Richard also claimed Nadine may have gotten her injuries from running up & down stairs...

...that Nadine fell from a top bunk on a bunk bed & landed on the floor.

...she bumped her head when being placed in a cab on the way to the hospital.

...some children jumped on her while play fighting.

...she was walking funny & just "fell" twice.

...that she was still breathing on the way to the hospital & that he gave her CPR.

Nadine flew away that same day at just 23 months old.

At the time of her death Nadine had at least 75 bruises on her face & head, abdomen, back & extremities.

Where it wasn't bruised her body had scars & abrasions from various attacks accompanied by dry skin & sunken eyes.

Internally Nadine had bruising on her stomach wall & pancreas. Her cause of death was "the application of force by an adult person to her abdomen,".

"It would have taken many hours for the digestive juices and partially digested food to seep out into her abdomen, causing the infection which killed her,"

She was also emaciated.

Clifford and Laura Richard were charged with manslaughter & failing to provide the necessities of life.

The case was cancelled due to mistakes when ordering statements.

Nadine,
You did not have a good go on Earth. But someday justice will be carried out to those who failed you.

The worst part is, the fact that they weren't feeding her enough is probably the only reason she survived as long as she did with those injuries. Otherwise, there would have been more leakage into her abdomen. They not only killed her, but they made her suffer even longer.

As bad as her situation was at home, it couldn't have been worse than falling into the hands of CPS. Foster children have a 600% greater chance of being murdered than other children. Don't call authorities unless a child is truly in danger. I hope the family sues CPS and the murdering couple that tortured and killed their baby. It's a complete travesty that they are not in prison for life.

@TeMauriOra way to go girl... its hard being a single mum, but even if you are in love, the kids always come first, no matter what.... I had different relationships and I always threaten them not to touch my girls,i'd kill them, I wouldn't care about to jail, these are my kids to love and protect till the day I die... I have also got a great man who loves and respects my girls like a father should....

@aryianut14 Thankyou I just went and cuddled my babies...theyre 21, 19 and 16 years old, I was a single mother, raising 3 sons, working as a hairdresser.I met a man when they were still young, and 1 of my conditions to him was that he never ever touches my sons, I came home from work one day and yep, he whacked one of my sons, I left him that day,i was still madly in love with him but I didnt care, I left him.I now have a good man that my sons respect and he respects them.

hi, thanks for pointing that out . I still maintain, 'no-one' lives in poverty & can afford to go out partying. The real 'excuse' imo is that she was unwanted and unloved...don't you think? Nadines parents obviously didn't care or love her, otherwise she would not have landed in the care of her murderers (foster parents) - with the help of the lazy dept of CPS. I was so upset when I read this. TWO sets of parents that just did NOT care for this dear little girl. sending sunshine :)

PLEEASE...don't use the excuse that they lived in poverty.."THEY WENT OUT PARTYING' a lot. I am sick to death of EXCUSE after EXCUSE after EXCUSE that seem to be tagged with these shocking crimes against babies/childrens murders! All I see here is a case of an unwanted & unloved little girl that is now dead. WHAT an INSULT to her Memory...THE CASE WAS CANCELLED due to a minor technicality..ANOTHER BLOODY EXCUSE! Even the Law has its EXCUSES phhtt!
