Because the game is mainly made for the Wii which has (far) worse graphics than the PS3 and the XBOX360, so they'd have to upscale the graphics for better resolutions etc... Actually, they'd have to redesign the whole graphics, visual, etc. aspects of the game from scratch. So, they release it for the previous gen consoles that can display the graphics as they are without further processing & redesigning/editing. And Climax Studios is a British company.

But, keep in mind the psych profile which includes a question about sexuality which probably affects the characters' looks. Also, the game watches you all the time... At the beginning (check the walkthroughs & interviews) you find different shops based on the answers of the psych profile. There there are two posters with, let's say ...2 women with only their underwear on...

I think if you look at that first and not, say, a map which is also hanging there the game probably makes more changes... And that's not only the looks of the characters. It's also their attitude towards you, their character, maybe the monsters' looks later on etc...

@valmontdracul 1: Its based around the storyline, cheryl's parents were teen pregnancy victims.

2: The entire game is using the "DAD" as an avatar, we are basically going through the mind of a patient with the elektra complex.

3: All the times the monsters appear, it means "progress" in the therapy with the monsters representing your minds refusal to move on.

4: SPOILER ALERT: It turns out that the enitre silent hill series was her hallucinating about her father in various ways year after year

Because way more people have a ps2 than a ps3 right now. The starting out $600 price tag kinda forced developers to make ps2 AND ps3 games to reach the full audience.
