A political system which prevents the repetition of this history is yet to be invented. Presidents and prime-ministers are too powerful. Temptation strong. Figures like Chaves, Castro and Mugabe will always find excuses to continue serving their people. The system works for itself not for the commonwealth, although sometimes their interests may be common.
