The best move white has at move 27, is Kh2! (which you mention at time = 5:40). Black responds as you suggest Raa3, BUT! white does NOT play fxe3 in reply! Black plays Nd3! Against black's best replies either ends up in a favourable position for white, or at worst, draws.
