I can partly agree with you, but did it ever occur to you that some of these panhandlers choose not to work. Did you ever hear of the shaky lady who had an apartment and got picked up every night after faking a medical condition so she could con people into giving her free money. As for this lady- if she is so bad off then why is she drinking a starbucks coffee- she should've spent the money on her baby. Starbucks is expensive and she can always drink water. Some pandhandlers choose to beg.
