My Mother works for childrens services in New Zealand. Earlier this year her role changed to also include the care of pets. Neglect is a fine for the owner. Also in Australia animal cruelty penalties seem to be making the headlines more and more with harsher punishment for the perpetrators.

ya....I had a dog was aboused then taken in to a animal rescue league,know the daog is safe at my house adoors me and loves me! :)
