I respectfully disagree with the below comment. RATIGAN was the coolest villain ever, but Frollo was the best when it came to character development and his sheer villainy. You know what I think? You know that Maria is short for Mary right? So... I think that Frollo was talking to Mary. Who's also the Mother of God. And those Red hooded cult-looking guys? They obviously represent as The Devil's disciples. Which makes sense when Frollo had a panic when he saw them. Which also makes since when they disapeared into the "Hellfire".
