You are exactly right, cmstyz. That is exactly what they are doing.
The young and the healthy decide (voluntarily) not to spend the money on health insurance, so the Gov. comes in and makes it mandatory that they get coverage so their premiums can pay for the benefits of the old and sick.
Meanwhile, SSI and the other entitlements just remain broke and broken, unfunded, and that cost is passed on to our children and our grandchildren to pay the bill.
Why doesn't the Government just come out and say that the reason they're pushing this bill is specifically because all the existing programs are going bankrupt and they'd rather use existing financial resources for wars/bailouts/etc instead of honoring their previous commitments.
This new push towards "reform" intends to kill two birds with one stone:
1. End all existing programs thus alleviating burdensome costs.
2. Create wider tax revenue streams with an all-inclusive program.
