After many, many tries, I got it together, sound and motor functions. As this most excellent locomotive was an eBay deal, many of the CV settings were totally askew; trying to reset them using the CV reset didn't work. Eventually after much research and praying, I learned how to do it from a model train sensei's how-to.
The decoder is Digitrax DN143IP. The Blueline manual included with the locomotive is incorrect; the decoder faces the other direction contrary to what is shown in the booklet. Power is suppled by Digitrax Super Chief, the gusto is all mine.

@richsd40 I have another Blueline MILW SD40-2 #133 that I have install a decoder and again it's another eBay deal. The issue with these Blueline locos are they are relatively difficult to set in consist, having to jump through a very odd set of hoops to get it to roll in a pair.
Right now I don't have any boxcars that are MILW with me. But I do have some stack cars so off to fantasy land with respect to a good drag.
