From June 2002 on Pacific Hwy SW. The pedestrians or jaywalkers and a friend attempted to cross the highway between intersections at night in an area without street lighting or other sufficient ambient lighting. It was very dark. The friend made it across. The Lakewood police officer was on patrol at that time. not responding to any call so to the pedestrians it looked like any oncoming vehicle would. No light bar on, no siren. Had these two crossed the street properly at an intersection and crosswalk the outcome would have more than likely been different. why not saying the police did not look for pedestrian ?

It's the simplest rule in the book: look both ways before crossing. The one time you don't do that might just be the last time, like for this unfortunate person.
