Babies will hold their breath underwater, and in some rare cases, will actually be able to still breath underwater without drowning (they just spend the last 9 months surrounded by water, so don't try to troll my point) It's not bad parenting, it's teaching your kids while their minds are still soaking up everything like a sponge.

@CaptainEvilStopper I dont want to sound like a "troll" but im pretty sure babies in the womb dont breath underwater. they get their oxygen through the umbilical cord and their mouth/nostrils are full of mucous so water(amniotic fluid) doesn't get in.
