The purpose of this drill is tempo. His head and shoulders are sitting high in the water because the focus here is arm speed. Be sure you don't do this drill for more than 12-15 yards, otherwise you risk injury.

the secret at this is stretching i little bit more in each stroke, less energy more forward motion.
