They do not need a warrant if it is evidence to a serious crime and the owner of that evidence is not a suspect of the crime the evidence pertains to. If the video is evidence of a crime by its owner, then yes a warrant is needed.

Police have a duty to investigate and is lawful for them to do so. Heres the problem, "Police said an argument broke out as the officers tried to detain and question the two men, but FAMILY MEMBERS SAID both Tolan and Cooper complied after officers ordered them, at gunpoint, to drop to the ground." Repeat: Complied AFTER officers orderded them at GUNPOINT. Whens guns are out you're one twitch away from getting shot. Period. Now you want to blame the cops, I call bullshit.
