It's nice of you guys to talk about this, but it fell on deaf ears. Targeted Individuals gave their testimony and evidence to the Commission and were ignored. One of the TIs wrote a letter to a high-ranking Commission member. The female Commission member answered by letter stating that the Commission had no intention of studying the claims of TIs. The hearings were all a SHOW.  It was CYA.

Jackasses, the legal disclaimer that a "nonlethal weapon may not zero probability of not causing fatality or serious bodily injury" simply means for the less than legally literate, that the weapons system is designed to be nonlethal, but may cause death or physical harm under certain conditions. A rubber bullet or tazer can potentially be lethal. There is no such thing as a nonlethal weapon, that is nonlethal one hundred percent of the time. This is also a disclaimer for tort liability.
