Natürlich haben (Preis-)Absprachen der Anbieter negative Effekte auf das Gemeinwohl.
Ohne Rechtsordnung und Kontrolle durch den Staat versagt hier der Markt, denn das Ziel von Kartellen besteht ja gerade darin, das Verhalten aufeinander abzustimmen und den Markt zu beschränken, indem man den Markt z. B. regional aufteilt, um den Zutritt neuer Anbieter zu verhindern.

All together sure...but as the Nazi regime "only" lasted for like 12 years but killed millions of people whereas Mao, Stalin and most of the African dictatorships lasted or last for severals decades I myseld consider this short period as the worst thing in the last century

Dipshit, all these COMMUNISTIC mass murderers such as Stalin, Mao, Pol Pot speak for the people.
A however called "democractic" communism firstly never will be democratic, because in order to become marxistic you need to silence or erradicate the freedom of the individual. And this state doctrine will be institutionalized in one party (pluralism is neglected in c.) and here you are with SU, China (under Mao), NKorea.
