I think it just means it's an official car from the Saudi Arabian embassy. Not sure though (in other words, it can park wherever it wants, and stuff like that).

it doesn't mean that i it's an official car from the Saudi Arabian embassy it just means that its owned by a Saudi Arabian. and he brought it with him from Saudi Arabia and that's why there is a sign on the car that says ambassad,
