they're not their to harass they're there to intervene and shut down the whaling by force with whatever means they have at their disposal

a few things,

1. the ady gyll ((the ship seen in the crash)) at the time was nearly out of fuel and had cut her engines to minimal power at the time of the collision, they didn't have the maneuverability to get out of the way

2. The harpoon ship seen here the shonan maru, turned hard straight into the ady gil, deliberately ramming them

3. when a vehicle collision has criminal uintent it no longer warrants the title traffic accident, it becomes assault with a deadly weapon at the very least
