ya I know what the Max Headroom character is, its just a random thing to insert into a Dr Who episode.

Is there some sort of connection to Dr Who that I'm missing?

not as far as i know. max headroom was a show on ABC at the time, and his character was also the pitchman for a new formula that Coca-Cola put out, called "New Coke." He was futuristic and edgy at the time (1987) and Coke invested quite a bit into marketing it, so he was very prominent in the TV culture at the time.
