lets find out whats happened here:
1. A person close to the incident has told the truth about this accident 3 years on. the guy Y11ser was doing way over 30mph..
2. the insurance company paid out for the car.
3. an offense was commited. but no speeding ticket
4. the driver was asian, he was asking for bogus witnness after the incident
5. the driver had just brought the car but could not afford to keep it on the road
6. driver was unemployed (how he buy the car)
7. the other car was written off
