@kjw21411 Well, it's from Mermaid Melody Pichi Pichi Pitch. As to the second question, uh... that's a good question. This is from episode 39 of the second season, MMPPP Pure. To my knowledge there's no English version, subbed or dubbed, out there, though subbers certainly might have gotten to it since I last checked. The site I downloaded it from has since gone down, so the best I can tell you is Google it? Remember, add the word "Pure" to get the second season.

@NoirNG Ahaha, that's how it started. We were hanging out watching this episode, and suddenly someone (wouldn't be at all surprised if it was actually me) was like "WHOAWHOAWHOA. BACK UP. BACK UP. LOOK AT NOEL'S CROTCH." And we all stared and puzzled and wondered, and we were very confused, and this was the result. :D
