To make sure Roosevelt Dam can safely move water during flood conditions, the spillway gates are raised and lowered once a year to test them. But this May, for only the second time since the dam's height was increased in 1996, lake levels were high enough so water gushed from the spillways during the test. Operational spillways are important because in a large flood event they would be required to safely manage the flood without damage to the dam.
