If your cat is highly motivated by treats, then it should be doable. I taught him how to shake a paw first, then moved to high five.
I'd grab his paw each time I say "shake" and then praise him and then give him a treat. After a while, he figures that he needs to raise his paw to get a treat. Then you do the same thing but raise you hand higher for the high five :) hope that works for you!
