Driving in China can be easily described in one word: ANARCHY. If there are laws, no one pays a bit of attention to them... the only time you really see cops is AFTER there has been an accident. No one pays attn. to lines on the road, street signs, or anything else. Honking your horn replaces brakes or turn signals.. in fact honking your horn seems to give you free pass to do whatever the hell you want.
The tip to cross roads is to shut your eyes! I'm been serious, that's what the locals told me when I was there.

Gosh, that's actually a hard one to answer. The standard academic response is this: Laws certainly do exist here. However, China's past, both recent and distant, has been incredibly turbulent and the resulting lack of control of a central government has resulted in a culture where groups (families) take care of each other rather than relying on the state to do so. Consequently the laws set by the state are only loosly followed while those set within families are strongly adhered to.
