Back in 1994, Capcom weren't having one of their best years. Super street Fighter 2 Turbo was getting arse raped by Midway's Mortal Kombat 2 and SNK's King of Fighters 94, and that makes sense cos at the time we were sick to our stomachs of Street Fighter 2.
So Capcom did a deal with Marvel Comic Books or all people, to do a video game based off of hte best sellnig series of the time: The Uncanny X-Men. A tale of a heroic group of mutants lead by Professor Charles Xavier, as they try to get along with us racist bastard humans, all while trying to fend off the evil machinations of the Brotherhood of Evil Mutants and their superpowered leader, Magneto, Master of Magnet....ism
The game was called "X-men: Children Of The Atom", and was surprisingly very well done. It featured a great cast of characters, a new playstyle, cool stage transitions and some kickin' music. It was based off of the storyline where the X-men are headed ot MAgneto's space station, Avalon/Asteroid M (delete as appropriate), which has nuclear missiles in its cannons, as they're worried Magneto could use them to wipe humanity out (He hates humans cos they're as holocautsic as Hitler was to the Jews)
Anyway, this is all teh Hyper-X moves. Most have 2, while some have one VERY damaging attack.
Storm (Ororo Munroe): Lightning Storm: Storm lets loose a volley of lightning. It covers the whole screen so dodging it is out of the question. Just block.
Hail STorm/MAKE IT RAIN: Storm, with her powers over weather, smashes you to bits with a nasty hail storm which takkes a long time to charge up so its kinda impractical.
Cyclops (Scott Summers): BEHOLD! Optic Blast: One giant fuckoff mega beam from his eyes. Cyclops can't actually control his eye lasers and needs teh eyeshield or ruby-quartz sunglasses to block them
Optic Array: A thinner beam than the last one. THIS one can actually be aimed in different direcitons, which is cool.
Wolverine (Logan/James Howlett): Berserker Barrage: This became a special in later games. Here, you can mash the punch buttons for extra hits. Wolvie's actually a mid tier fighter, compared ot how the comics have god modded him like hell.
Omega Red (Arkady Rossovich): Omega Destroyer: Omega REd lets loose his tentacles of doom. He may have been the one committing all those tentacle rapes that hentai comics so cruelly show
Sentinel (Created by Bolivar Trask): Plasma Storm: The Sentinel let's loose a large plasma ball adn countless smaller ones. Mashing the punch button charges it up. Sentinels were made to hunt down mutants, and contrary to popular belief were NOT made by Magneto, but by the mutant hating Bolivar Trask.
Iceman (Bobby Drake): Arctic Attack: He makes Iceman from Top Gun his bitch. Iceman blows forth a volley of ice shots
Collosus (Piotr Rasputin): Collosus jumps up and dives down. He and Zangief get on well, you see. His power allows him to turn his skin to unbreakable metal.
Psylocke (Betsy Braddock): Psi-Thrust: She charges forward, covered in psi-power. You can press punch a second time to do one that you can control. Nifty, eh?
Silver Samurai (Kenuichio Harada/Harada Yashida): Shuriken Burst: He throws three Shurikens.
Raimei Ken: Much like Storm's Lightnign Storm. Silver samurai has a cool set of armour on him
Spiral: (Rita Wayword): After inputting the super, press a punch button when close enough and Spiral will rape you with a combination of Shang Tsung's morpihing power and Ryo Sakazaki's Ryuko Ranbu. the aerial version is deadlier, but harder to connect.
THE JUGGERNAUT, BITCH! (Cain Marko): Head Crush: JUGGERNAUT, BITCH! charges forward, doing so much damage its not even funny. SILLY BITCH DON'T YOU KNOW WHO TEH FUCK HE IS HE'S THE JUGGERNAUT, BITCH!
Mag-FUCKIN-neto (Erik Magnus Lehnsherr/Max Eisenhardt):Magnetic Tempest: this special is unique as it cna only be done on Mag's stage, Avalon, and even then only on the floor where hte Blackbird is visible. Its a prototype of his Magnetic Tempest super.
Magnetic Shockwave: Magneto sends forth a violent volley of pillars. Megaman would later steal this super.
Akuma (!): Destructive Strong Hadoken: A super version of his Hadoken
DEstructive Strong Shoryuken: Its Shoryu Reppa but done twice rather than thrice. Sadly, he lacks Shun Goku Satsu.
Yes, thats right, AKUMA is in this game. Cool, eh. He's pretty damn strong and is playable, too.

Capcom did. They reasoned that since he debuted in Super Turbo which was known in Japan as Super Street Fighter 2 X, that made him an X-Man in himself. That's what I heard anyway.

Akuma didn't have it in this game. It wasn't until Street Fighter Alpha that players could more or less do it at will
