@PMACKism Go to the lowest floor of Mt. Coronet, where there's a lake. Feebas is in 6 spaces that change every day, so you have to get lucky to find it. It's easy to catch, so catch a lot when you find a space they appear in. Feed Feebas Poffins made from dry berries until its Beauty stat maxes out, then level it up. I suppose they were trying to make it as rare as Magikarp is common.
