You really dont get anything from changing to pistol and back again.

Bolt action rifles would make more sense if you were forced to work the bolt action before being able to fire again. Switching to your pistol may allow you to use a follow-up shot more quickly, but just because you put your rifle away shouldn't let you cycle the bolt action for "free."
