In my opinion it is not lack of vert. stabilser that causes it being unstable. It is small wing surface combined with law speed. I have a similar plane i bult and it has very tall v stabiliser but can't fly--it never had enough speed on take off in terms to be stable. By the way, i feel v stabilser prevents drifting sidewise and not rolling.
Sorry to dissapoint you guys but the plane is obvious tail-havy. Moving the CG forward will really improve it behaviour. The plane have a "classical" shape and the dihedral can be skiped if the wing is twisted at the tip around -2 degree. I didn't notice the engine angle but it should be around 5 degree down. With 2~2.5 degree of wing and 0 degree horizontal tail it will fly alone.
The lateral surface seems to be ok.
Don't beleave me, try it... if is not working I will buy you a beer :-)

We thought it was tail heavy too at first and made adjustments off camera with the CG and it "helped" but did not do it. Flying in this video its actually slightly nose heavy the whole time. The rear vertical is too small and it was only by increasing it did this fix it... as the video shows. Oh, and notice that adding cardboard, foam, and tape in the back only made it MORE tail heavy and yet its the larger tail that fixed it.
