About 40 recycle Orange Bags were dumped on the ground on Saturday morning, 31.05.2008. By noon after two such dumpings (the first batch was binned), there were a stack of some 40 Orange Bags on the ground to be left overnight.

There are three sections to this video: 1) the first batch of recycle Orange Bags already thrown on the ground are put into the recycle Blue Bins along with others collected; 2) after these seven Blue Bins are filled, the remaining Orange Bags are dumped on the ground; and 3) just after noon these can be seen in perspective with bits on the ground including a sign and a couple black bags in between the Blue Bins.

There is a shortage of recycle Blue Bins obviously to accommodate what is collected on Saturday mornings. This problem has been outstanding for years but was addressed once again during this past May.

This is supposed to be part of a four-week "trial" period despite the fact that I supplied comprehensive videos of the whole activity for two consecutive for the first two weeks of May. Is someone trying to cover up what they have neglected to do in the past?

The result was a green clothes recycle bin added last week. It does not have any wheels and sits on four small feet that elevate a small amount from the ground. Rubbish and vermin can easily collect/nest underneath it. It replaced one of the wheeled recycle Blue Bins which was banished behind the benches and tree making it difficult to empty each Sunday morning.

Someone took the time and energy to dump a different recycle bin for clothes in this situation before the first problem was solved during the "trial" period complicating it further and making it more difficult for those doing this important and none-to-easy task.

However, I do not understand the logic of dumping the first retrieved Orange Bags on the ground. Why aren't these put straight into the Blue Bins? These Orange Bags break and the glass inside them shatters thus creating the possibility of more debris on the ground and a hazard for those doing the work especially without gloves. This first batch is then picked up from the ground and put into Blue Bins later. Why the ground dumping phase?

It's beyond me why an existing problem is ignored and another bin added that does not solve the problem but adds to it. How are these decisions being made? Is there deliberate perversity at work?

After all, this is a successful recycling effort that is accomplished for environmental reasons, yet the impact on the local environment with regard to safety and health is ignored.
Someone somewhere is not thinking or there is a fundamental lack of communication and coordination. Which is it?
