"couldn't muster the courage..." I don't get it. What does City Government do for the local paper? Why are so many "scared" of City Government or any Government for that matter. Government is ours! The people! We pay for it yet we suffer from it. I don't understand. We must change this fact.

They covered it alright but they couldn't muster the courage to point to the real culprits since they were still in city government.

To the best of my recolection, four or five years ago a new auditing firm found that the books didn't balance. They were unable to complete the annual audit without some serious accounting investigation. The long and short of it was that $11M was unaccounted for. The auditors were hired to augment city staff to straighten out the books. To date $4.8M has been paid to clean up the mess and $5M is unaccounted for and the 2008 audit is yet to be finished.
