In Canada , law enforcement officers (police , special constable , PI's and LPOs) are allowed to use as much force as necessary to apprehend someone , they also are allowed to use any equipment / tool provided by the government , since the car is part of there issued tool ... they may use it . its (Plus 1 force is generally the rule)
