I listened to the broadcast and some of ur number i think are wrong (I could be wrong myself)... Someone also posted the numbers, 9 23 9 12 12 18 5 20 21 18 14 2 1 20 13 1 14, found at 680, 551. Which decipher to "I Will Return Batman” so figure out the beginning of the code then decipher it see if that works

Go to the boat next to the buoy. pull out your sequencer and put in "City of" on one side and "Terror" on the other. it will open a secret door on the boat and go down it!

If it is scarecrow, then its probly foreshadowing for a future game, just how *spoiler* Azrael hints at the burning of arkham. because there is a hidden door on a barge in front of the north docks and if you open it you can see hints of scarecrow. and in the same area on top of a roof his mask is lying there. To open it stand on the door (obvious) and use the cryptographic sequencer. its the one directly in front of the north docks sign. the door looks like a trap door

@SinaiBeach yes using 3 diferent decription metods says: 1) I will return batman, 2)You will pay for what you did to me, and for this one you need a word that is "scarecrow" and says 3) gotham will fall in tears (or something like that)

I figured out one of them. It was an extremely simple cypher. If you give each letter in the alphabet a number (1=A 2=B 3=C) Then it comes out to I WILL RETURN BATMAN

Try using similar cyphers to decode the others then send me a message letting me know what you find.
