On February 13, Adam questioned Republican efforts to end floor consideration of Sen. Mary Margaret Whipple's SB 1242, which would allow local governments that self-fund their health insurance to extend coverage under such program to any other class of persons as may be mutually agreed upon by the locality and the policyholder. Delegate Clarke Hogan led the effort to refer the bill to the Appropriations Committee, ostensibly because of a fiscal impact. All 40 Democrats and 1 Independent joined Ebbin in opposing the motion. All Republicans voted to send the bill to the House Appropriations Committee, where an unfriendly subcommittee voted down the bill. While opponents claimed they were concerned with an alleged fiscal impact, others believe their opposition is really because the bill might allow more unmarried couples to obtain health insurance.
