If that's true you should report it to the developer of growl for windows, so he can take action.
But I find it strange that noone else has reported this if this is the case, since there's lots of people using the gmail/growl app..

True to some degree that the notifiers are separate application, but it does not always need a separate process, as several of the notifiers are implemented as plugins for the apps they add support for. (and some apps add it natively to their code)
Just wanted to add that.
