That is the carpark he is driving into. It was under about 1.5-2 feet of water at that time.
At around 6pm the water was about 3-4 feet.

Nah, thats the main entrance to the car park. It was rather wet that day :) People just weren't being very careful for the conditions, and consequentially flooding their cars when they drive at high speed into a wall of water.
